Rep. Bratcher has introduced House Bill 14 that will add FIRST RESPONDERS (law enforcement, firefighters, and EMS) to the current hate crime statute. This will allow a sentencing judge to deny probation and/or to allow a parole board to delay or deny parole of a criminal who targets his or her victim with certain criminal activity solely because that victim is a first responder. This bill is significant for us because it recognizes the fact that we are too often violently targeted simply because of the lifelong dedication to public protection that we assume through our professions.
The bill was passed out of the Kentucky House of Representatives on February 13th and will continue on to the Senate. Attached is the House vote count. Please note the 77 YEA votes for the bill and the 13 NAY votes against.
